(Thanks!) Maybe. I think I made the same point in a previous post (https://jamesbejon.substack.com/p/job-the-righteous-sufferer). It was God who first drew Satan’s attention to Job (“Have you considered my servant Job?”), so God is in a sense the prime mover in what follows.
